Mandate of European Union Partnership Mission to Moldova extended until 2027

The mandate of the European Union Partnership Mission to Moldova (EUPM) has been extended until May 2027. A decision in this regard was made today by the Council of the European Union.

The Council also decided to adjust EUPM Moldova's mandate to increase the provision of strategic advice to the Moldovan authorities in the security sector.

"Since Russia launched its full-scale invasion of Ukraine, Moldova has experienced more attempts to undermine its democratic institutions than ever before. Through our Mission, we’ve helped Moldova strengthen its cybersecurity and improve its defences against hybrid threats. EU support for a stronger and more resilient Moldova is an investment in our own security, as well as in Moldova’s journey to becoming a member of the European Union itself," EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said.

The decision of the Council of the European Union was welcomed by the Ministry of Foreign Affairs in Chișinău.

"Throughout its activities, which began in May 2023, EUPM has become a trusted partner for Moldovan authorities in strengthening crisis management capabilities and countering hybrid threats, including cybersecurity and combating disinformation," stated the MAE.

The MAE also thanked the European Union and EUPM for the support provided to Moldova during 2023–2025.

"Concrete examples of cooperation include contributions to formulating the concept of the National Crisis Management Center, technical assistance for the Cybersecurity Agency, and equipping multiple national authorities with necessary equipment for more efficient fulfillment of functional duties, focusing on institutional resilience against contemporary challenges and hybrid threats in line with principles of good democratic governance," the MAE noted.

Additionally, the authorities in Chișinău expressed confidence that "the results obtained at this stage will provide a solid foundation for continuing cooperation between 2025 and 2027, thus contributing to enhancing the country's resilience in the face of current and future challenges."

EUPM Moldova was established in April 2023 for an initial period of two years with the objective of enhancing the resilience of the country's security sector in crisis management and hybrid threats, including cybersecurity and countering foreign information manipulation and interference.

To this end, the mission provides advice on strategy and policy development and identifies needs for organization, training and equipment.
